I'm looking for any fantasy or historical miniatures that would be compatible with the LOTR minis (i.e. true scale 28mm). I'm mostly looking for rank and file soldiers rather than heroes.

Mantic are supposed to be true 28mm, but I haven't seen those in person yet (and they don't have human armies in fantasy)

Any others? I'm missing at least one notable line...it's on the tip of my tongue...

I'm debating whether to build on the few units of LOTR Rohan and Gondor guys I already have to build two armies or whether I should sell them off and build heroic scale armies because they are more readily available. (In my opinion, LOTR and heroic scale side by side look ridiculous.)

Red Box Games from Tre Manor fits very nicely with LotR. Go and check out them at http://red-box-games.com/ also, make sure you check out the forums as there are threads in there with photo compariosn with lotr items.

The online store might appear to ba a bit thin right now, but RBG is currently re-tooling from metal to plastics. The first KS to re-tool finished a few months ago, and all orders should be fulfilled within the next month. After that the products will hit the online store. Also, RBG is about to launch a 2nd KS to re-tool more metal to plastics, and it should start hopefully next week.

Perry is a definate yes, and I'm pretty sure Ebob are, but can't say personally. For Mantic it depends. Yes for the Undead, the elves are pretty close (they aren't heroic, just differently styled so it's up to personal choice). The orcs are too large for orcs, though I have some to use as half trolls. The dwarves no.

There is also Warlord Games, who do a good range of Celts to use as dunland or other less advanced peoples.
And finally there is Fireforge who are doing 12-13C Knights and foot.

Warriors of Rohan - Gripping Beast/any other company's Vikings are very good. Google them to see what I mean.

The other two are a lot more difficult.

Tre Manor is planning wolf riders soonish, and already has some awesome troll models. There's only two of them, though.

Gripping Beast and Wargames Factory have good Vikings that can fit in with both/either of your Rohan and Dunlendings. Red Box games' Dwarves and Elves (and some humans) fit in, an are all good for scale.
