What do I do when somebody's cheating I mean look here's an example he more 6 inches with his infantry but no this is no ordinary move no he puts the front of the measuring stick at the base ok THAT'S normal but then moves the model so the back of the base is touching the end if the 6 on the stick. And then there's trying to con me out of what rules I have and how he gets all upgrades for that unit while still being under points and doesn't even have an army list. How do I deal with this

Don't play the idiot anymore and when he pouts and asks why, just say it's your personal policy to not enable donkeycave cheaters like him...
Otherwise, all him out on his cheating;
- He measures front-to-back to gain additional movement? Call him out! Tell him he's cheating and then show him in the rulebook the actual rules for measuring movement.
- He tries to deny you your special rule/abilities? Pull out your codex and show him.
- He makes crap up? Ask him to show you where in his codex and/or rulebook it says he gets that ability.
- He won't bring a ledgibly written/typed army list? Say "no thanks" until he has the decency & respect to bring one!
Until you stand upto cheating bullies, they'll keep on being jumped-up little donkeycave snots.

Some people are just incapable of learning.
Also, the red sticks aren't even close to being accurate which is why they either get used for mock sword duels or just thrown into a box.

And if you're playing at a store, tell the owner. Sensible business owners don't like having cheaters around since they drive away legitimate customers, so hopefully he'll get banned from the store.

As soon as he moves the first miniture of the unit tell him that's not six inches, and if he argues use your tape measure to show him. Plus what is said above in the other posts are sound advice.
Some people hate to lose or told they're wrong, but don't let a temper tantrum put you off standing up to them because people like that definately need telling.

Delt with players like that...I usually ask how far he moved? I usually allow one turn of this after I ask. After a 2nd turn I get more direct and call him out. I'm not a hard player to deal with but approximate 6" is ok within reason. It's when it's blatantly obvious I get ticked. Pack up your models and find a different opponent. People like that usually find their list of opponents shrink quickly.

It really irks me when people put models on the table and don't have any army list with them. For friendly games with people I know/trust then fine, whatever. But when strangers show up and tell me that they have 12 lascannons and 27 plasmas in 1000 pt list, I call BS.

If they have to cheat like that to win, dont bother. They are the type that just want to win no matter what, as in they are the Game Gene kids of the early 90s. To hell with fun, i must WIN!!
Why play a game if you siphon all the fun from it? I mean in a game like this its pretty hard to get every single rule right, theres always some tweak or option you didnt know about or interpreted wrong. Like i have moved my units through the coherancy of other units several times, didnt know that was illegal till about a week ago. Was i cheating? Technically yes but i didnt know i was i thought it was legit.
Stuff like that i tolerate, stuff like what youre dealing with i pick up my stuff, raise a finger, and leave or find another player.
We had one new guy we expelled from our little friendly group after 2 games (strike one, dont do it again...he did it again) where he fielded about 300-500pts over the limit. His excuse was he didnt know dedicated transports took more points....so he was trying to field one hell of an army along with 2 landraiders. I dont even know the SM codex at all and even i can tell somethin's fishy when i see 2 insanely expensive and nasty vehicles backed by almost as many models as a horde army would have.
I could see trying to sneak another ~50 points or so, but cmon somethin THAT obvious?

People go one of two ways dealing with cheats in the 40k community. They are either far too polite and get walked over by cheaters or over react and ruin the game further. That's my personal experience anyway.
If you suspect someone has an illegal army, and they have no army list, ask to see their codex, do some quick mental maths and add up how many points they actually have. If you KNOW they've done something wrong, then get your rulebook out and show them that you're right. If they continue to argue then tell them again that you're right, referencing the page of the BRB. If they carry on again, then screw it, play by their rules, see how they like it. Or simply refuse to play and warn other players.

That's what happened to me a lot when I first started playing. Trying to be nice and get walked all over. Nowadays I don't have the time to waste my game time with a Cheater. I'd rather end game and find a new opponent than waste 3 hours not having fun

I find a head impact with something metal ends most cheating.
As i play with friends its not usually an issue, we might misinterpret a rule we've never used before but no one cheats on purpose.
But you cant let people get away with crap or they will keep on doing it, make it public so they know others will be on to them.

Well at least someone gets it...
But if the person won't even bring a list don't play him. I don't know my list so well I don't need it, and I'm fairly experienced. But if he refuses pack up your gak and move to another match, and have a chat with the others about him. Use the other suggestions as well, but don't put up with stupid crap. no list, no codex, no game. Using whippy sticks is ok, using a method of measuring specificially prohibited against in the BRB? I think you get the picture.

Isn't there even a picture in the BRB specifically showing this?
Not with whippy, but a tape measure.
I print off every army list I use, because it's easier to play and to show if asked.
