If I was going to change death guard to a 2+ armour save but keep its toughness down to 4 how much should the change in cost be?

Roughly equivalent to a chaos terminator (no codex at hand). Between Feel No Pain and a 2+ save, that's basically what you'd have.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Im comin up with a skirmish ruleset for chaos warbands but i would like to eliminate the to wound rule in order to simplify and speed up the game.
so combat will consist of to hit rolls and saving throws.

Skirmish style games want more rules, not fewer.

You speed up games where one side consists of 100 models. When you only have 10, it's preferable to put some more emphasis on the details.
