What if the FOC system was far, far less rigid, but was also much different to the current system, also carrying a focus on Troops being the bulk of an army.

Allow me to elaborate;

An army MUST have: 1 HQ, 2 Troops.

Total number of units is unlimited, but the following guidelines must be followed.

1 HQ must be included for each 6 troops, but you may never field more than 1 HQ for every 3 Troops units.

(e.g. An army may have 12 troop units if it includes 2 HQs. The same army can take a maximum of 4 HQs. A 6 Troop army may have 1-2 HQs.)

For Every Unit of Troops, the Army may a unit of ANY of these other types (Heavy/Elite/Fast)

(This means an Imperial guard list with 2 troops, can take any two other options, be that a squad of Storm-Troopers and a Leman Russ, to a battery of basilisks and a vendetta.)

I would (personally) find this ideal, but do any share my love for troop formations and more flexibile FOC options?

Footnote: This is probably flawed in terms of codex balance, but it's an idea foremost. Please bear this in mind. <3

I think it's an interesting idea, but it has balance issues. Some armies like the IG or Orks which thrive off of troops would then be very strong (as right now, the only thing keeping me from flooding the field in Meltavets is the FOC). Others, like Space Marines, would be injured because their troops are so expensive and aren't that amazing (really, you take your 2 TAC squads so you can start bringing Sternguard and Terminators).

It's a really cool idea, and it's not too complicated (it looked like it at first, but now it's not too bad. 1 HQ allowed per 6 troops, no more than 1:3 HQ to Troop ratio and an allowed 1:1 Troop to HS/FA/EL slots) once you get your head around it, but it imbalances the scale in favor of already troop heavy horde armies.

Miniature Projects:
6mm/15mm Cold War

15/20mm World War 2 (using Flames of War or Battlegroup Overlord/Kursk)

6mm Napoleonic's (Prussia, Russia, France, Britain)

I'm certain that the game would have to be balanced around such a FOC system, of course, but I thought it was an interesting take on a more flexible army plan. Who knows. Maybe armies like space marines could get special rules that let them take more 'specialists' per troop unit as a USR.
