So, as a Space Marine player, I rarely have trouble tracking down official models for my army. But lately I've been considering putting together an IG detachment for my troops, and I've run into a sticky situation. I can't find either the Hydra or a unit of penal troopers on the Games Workshop site. Is this one of those situations where GW doesn't make the model? Or are they just wa-a-a-ay out of print? Any advice?

The Hyrda is a FW model. As for the Penal Legion guys, you just buy regular guardsmen and call them penal legion. You can mod them to look however you like.
Cardboard and Flashlights are cheap so even Penal Legion's get theirs!

Wondering Why the Emperor Left

Cappizzano's answer is correct but the oop nerd in me demands a complete answer. GW made Penal troopers in RT/2nd edition which were humans with an explosive collars. There was only 1 metal body with plastic arms for minor customization. They're long out of print but are available on e-bay sometimes.

You can also convert a Hydra by buying a turret from FW, buying the Quad Gun bits from the Aegis kit, or buying dual Autocannon dreadnought arms from FW, GW, or an independent producer, and mounting them on a Chimera kit. IMO the Forgeworld kit usually looks the best, though.

If you're getting normal Guardsmen and want to make sure your penal troopers can be differentiated, I've seen people use other "normal human" models for both Penal Legion and Conscripts. Some of the old Necromunda models work well for this, as does simply using a different Guard kit (Cadians for proper troopers and Catachan for Penal Legion, for instance). Just make sure you convert any guns necessary and you're golden.

What everyone else said.
I have the FW Hydra kits. The back didn't fit on to my Chimeras very nicely, but it looks pretty good after putting a bit of effort into it. Automatically Appended Next Post: I don't have any Penal Legion, but if I did, they'd probably be either Empire flagellants or Catachans with some moderate modifications.
Gonna have to get some better rules to justify the effort, though.

Lots of options for hydras. I went with a rhino chassis and an old crow turret and cannon.
I also picked up a set of the old metal cadians to act as penal legion. They are kinda the same as the new ones, but their kit looks old and outdated.

I'm thinking I may go with Catachans for my penal legion, although I do have a smattering of Necromunda figs I may mix in with them.
I think I may try to make the Hydra myself. (The gun, obviously. I'll just attach it to the appropriate chassis.) Looks simple enough to build out of spare parts from the hardware store.

Glad someone remembers the old RT/2nd Penal Legion bomb troops. It was a cool idea, but you can obviously see why men blowing themselves up to kill the enemy isn't so socially acceptable in recent times
I second the idea of GS'ing some collars on there, it would be pretty cool looking.
Also, for the Hydra. I don't have any pictures, but what a friend of mine did was take a Chimera chassis, took off the top (as if you were building an open top Griffon), and in the bed of the Chimera he put an Quad Gun from the Aegis set with a few modeled crew men. It was a pretty cool looking model when it was all finished

I can vouch for these, excellent quality infantry models for a fairly good price. She even makes a penal legion conversion set.

That penal legion kit IS pretty cool.
Another way I've seen it done is just by using a different guard range. A cadian army where the penal legionnaires are catachan, for example. What also sells it, obviously, is the paint scheme.
Even steel legion can look like prisoners with a proper paint job:
They actually look more obnoxiously in orange in real life.
Actually... I think he may have stripped them and painted them in some other way once he realised just how awful penal legionnaires are.

Penal Troopers and Human Bombs were two different minis.
Penal Troops- Criminals with explosive collars detonated by Adeptus Mechanicus to kill fleeing unit members and instill discipline in the squad.
Human Bombs- Criminals too I think, but explosive vests to kill the enemy.

They look underwhelming, but really I'm just buying them to give me access to other Guard stuff as a Space Marines player. I know that Veteran Squads are cheaper, but you have to pay some extra points to make them worth anything, while Penal Legion Squads are as good as they will get for 80 points. If I were playing Guard as my primary detachment, I wouldn't touch them with a twenty foot pole, but as the cover charge for other Guard units, they're a bargain.
In any event, I think I am going to go for a mix-and-match approach, to give them as flavorful of a look as possbible. These are really good options! I am definitely going to keep my eye out for a spare Steel Legion trooper to stick into the group!

I rather like penal legion troops. Use them on their own as tank bubble wrap. Or a handy speed bump, and the special rules are actually usually useful, regardless of which one you get. Some are better than others though, obviously. Also they are troops that even the most sympathetic Guard Generals won't mind losing, heretical scum that they are
