Aside from some homebrew rules that I or friends can develop. What are variants of 40k where Termies can be used as the majority of the army?

I'm sure in Apoc games you can have mostly/all termies... though I'm not looking for that big of a game... how about in Cities of Death or Planetstrike?

(or maybe I should just play Space Hulk a bunch huh?).

EDIT: I meant Cities of Death not City Fight... haha

GKs, Space Wolves, and DAs can all run Terminators as troops in regular games.

Planet Strike has a few missions where the FoC is different. The attacker in one only requires an HQ choice and you have 6 Elite choices avaliable.

Any 'for fun' game that you want as long as your opponent/friend is cool with it. Just say that the full weight of the first company has been brought to bear on this little corner of the galaxy.

I thought of that. That would be if I was mostly looking to play vanilla 40k. I guess what I'm looking for is where you can have like a smaller force made up mostly of Terminators. Maybe I'm looking for something skirmish-y...

You don't need a variant, you can do it in regular 40k with any quite a few SM armies. Any army with a character that has the "Makes TEQ troops" rule can be made entirely out of termies. Other SM chapters could easily have the majority of points as terminators if you just fill your elites with maxed out terminator squads, though this will be less effective than making them troops.

You could look up the old Kill Team rules and expand them to a larger scale.

Kill Team!... that's the rules set I was trying to remember. Yeah... I'll probably do a modified version of that.

You really only need 2-3 really tough troops. Vanilla marines can easily rock out an all termie army. But plan accordingly and keep those troops reserved. Plus combat squads can get you four to six scoring units with those squads.

Because I already have all the friggin' excellent-looking Terminators + Librarian from Space Hulk 3e, I am using the Deathwing rules to field a force of Terminators from the Blood Angels 1st company. All told at 2,000pts, I'll have a force of about 25 Terminators (including the Librarian), two Land Raiders, and a Dreadnought.

Hell, back in 40K 2nd edition, even Vanilla marines could field an entire army equipped with Terminator suits, including Captain Invictus from the Ultramarines as a special character.

I had thought of doing an army that follows the Scout idea, though, but all-Terminators is much more fun!

I think the thing you are looking for is "Kill Zone". See the link: http://www.lounge.belloflostsouls.net/showthread.php?25052-Special-Operations-Killzone-6th-ed-Beta-available-40k-skirmish-game. Its an unofficial rule set based off the Kill Team rules, but it is updated for 6th Ed. (although it doesn't look like the CSM and DA lists have been fully updated). In essence you buy individual models from various units, and run them as individual models at 250pts.

One of the theme's is "Armored Might" which allows to field all models with 2+ saves instead of the normal amount.

I have played it a few times, and its pretty fun. You don't have to follow all the rules, but I think it does a pretty good job of balancing out the rules at small points level. I got to try a full Chaos termy list (several termies and 1 oblitorator).

Back in 4th Ed we ran a scenario "challenge" that pitted nothing but termies and dreadnaughts on both sides. SW, Deathwing, BT, GK and vanilla termies & dreads against large chaos and evil Deathwing factions. Not what you're looking for, but it was a blast!
