So the discussion came up. The way I read the rules you can never shoot more then you're RoF is high, so a Jack with ROF 2 weapon can shoot one time, pay a focus and shoot a second time. A jack with ROF of 1 can shoot 1 time no matter how much focus he has.
Some in my group say if you have ROF 1 you shoot one time for free but after that you can shoot as many times as you can pay for extra attacks with focus.
What is right?
Doesnt the rules say you can never shoot more than youre ROF?

You're right. ROF is the maximum amount of shots you can fire.

Yep unless you have a spell of feat that specifically alows you to ignore ROF

One good way of handling it is asking them to provide the relevant text in the rulebook.

A weapon always gets 1 free shot.
It can then buy additional shots up to its RoF on the card.
A Redeemer has a RoF 3 gun. It gets 1 free shot and then it can buy up to 2 additional shots.
Note that shots made outside of a model's activation don't count towards its RoF. So if a Vassel used Ancillery Attack on the above Redeemer it could shoot up to 4 times.
