You get one in the Commander box. Bits sites generally have them.

Otherwise, just glue a plasma pistol to the underside of a bolter.

Alternatively a few of the 3rd party manufacturers, such as chapterhouse and anvil industries, have their own versions.

GW also sells the stern guard weapons for $13. Comes with all the combiweapons ad a set of lightning claws
