Is it Grey Knight or old terminator Librarian ?

It looks more like it should be a terminator than a librarian, but I'm not sure.

Looks like a librarian to me, given that I can't see any specific iconography that would indicate grey knights.

It's a Grey Knight Terminator (as shown in a 1991 catalogue):

On the bottom of the base it says Terminator. If it were a Librarian, it'd say that. (Rule of thumb for old metal casts: it says what they are on the base.)
