I was flipping through the codex and wanted to try some things. Not exactly fluffy, maybe competitive? Most important part of this list would be how badass it looks and how fun it plays on the board.

The core of the army is the stormraven, stormtalon, vanguard vets with HQ and ironclad. This is about 885 pts, or more than half my points cost. Literally putting half my eggs in one basket, but if it survives, I'll have 3 stompy units roaming around the battlefield.
The only thing starting deployed will be the 3 scout squads, with the 2 LSS's using scout and their mobility to get to the important bits of the map by turn 1. I'm sure there's quite a bit of bloat in there, like maybe the missile launchers on the scout squads (unless I switch them up to bolters instead of shotties) and maybe the melta bombs on the vanguard vets, considering they come with an ironclad.
Fluff and awesomeness-looking wise, I kind of like it. It's a low model count army, full of fast moving things that want you dead. Literally one I1 weapon in the whole arsenal, meaning they fight quick and they fight first, which is something I always envisioned the RG and their successors to be all about. I'm no expert on the lore though.
Honestly the biggest thing I'm lacking I think is anti-TEQ, but I don't know how to solve that. Maybe free up 30 points somewhere (melta bombs?) and replace the HQ's Relic Blade with the Burning Blade?

What if I took out the MLs and used the points to buff up the footslogging sniper squad?
Also, I was a little iffy about the Storntalon, being an AV11 vehicle with only 2 HPs and costing upwards of 100 points, I thought it might be a little pricey, so I took it off and replaced it with a 5 man bike squad with 2 grav guns and a sergeant with a combi-grav and power axe. This left me with a deficit of 20 points, so I had to get rid of the artificer armor on my Captain.
You think that's a good idea?
