Thinking of this list as a 1500 point regular list. What would you do with it?

Sorry but it looks all over the place. There doesn't seem to be a central idea behind the list at all. So from the top:

Libby is a good HQ but walking across the field with TH/SS terminators is a bad idea (deepstriking is even worse as they don't have a gun between them).

Tactical squads are equipped well but having just 3 drop pods is a bad idea. Particularly with Tau around. You drop in 2 pods unsupported and they die.

CC scouts in storms are pretty good but you need the upgrades on the Sergeant so they can beat stuff. With a Vet and fist and combiflamer you can pick on soft targets and should even beat 20 Orks in combat.

They are a decent way to support drop pods but if you don't go first they are a liability in a DP list and in general DP lists should be built to go 2nd.

Devastators are OK but don't fit with the agrressiveness of the rest of the list. Also why the mix of weapons? Going 4 the same is generally the best option. Lascannons are actually reasonably pointed as a unit wide option.

You have next to no AA with 1 scout manned quad gun as your only AA will hurt against Helldrakes or indeed any flyers as you have a static base.

Do you want an aggressive CC list or a DP list or a gun line. You have elements of each. Space marines are natural generalists and this is their biggest weakness. Compounding that with a list with lots of disparate elements is not a good idea. Marines can't afford such a list they need to be stream lined to be effective.

Start with what you want the list to do as a whole. Then pick units that support that aim and equipe them to support that role. Take only units that support the whole and only wargear that supports their role.

So to start off what type of list do you want. Marines can do almost any type of list. Here's a few examples:

Ranged Gunline
Midfield gunline
Drop pod assault
Mech spam
Air Cav
Landraider spam
Assault focused
Bike army

Does Drop Pod assault need 5+ pods to run generally, or can pods be used in a support capacity for another list type (e.g. assault focussed)?

How would you go about 'midrange gunline'?

Drop pod lists generally want 7+ drop pods. They can run in support of other lists like assault but you need to go first for that list type to really shine which is just too problematic in a competitive environment.

As for midfield gunline. You want lots of fire power in the 24" range bracket. So you need Centurion Devastators, tac squads in rhinos, sternguard and probably some sort of counter assault punch. Preferably in a 3++ character to lead the Centurions.

I struggle to imagine what a 1500 point SM list with 7+ drop pods would actually look like...what are you fitting in these?
