I will shortly be playing in a small tournament. Since I don't have a terrible amount of tournament experience, perhaps someone would be willing to offer some feedback.
There are likely to be several beginners like myself, but also some more experienced players, who have more or less promised to play nice...

The tournament rules include:
- no flyers
- no flying monstrous creatures

missions will include:
- Take and hold 3 objectives
- The Relic
- Take and hold table quarters and centre

So here's my first go at a list:

Chaos Space Marines:
+++HQ +++
-- Sorcerer (1) - 110 pts.
- Mastery Lvl 3
+++TROOPS+++
-- Chaos Space Marines (9) - 281 pts.
- Mark of Slaanesh
- Icon of Excess
- Plasma Gun
- Champion: Plasma Pistol, Power Fist
- Dedicated Transport: Chaos Rhino
-- Cultists (10) - 65 pts.
- Autoguns
- Heavy Stubber
- Champion: Shotgun
+++HEAVY SUPPORT+++
-- Havocs (5) - 125 pts.
- 2 Heavy Bolters
- 2 Missile Launchers
-- Havocs (5) - 135 pts.
- 2 Autocannons
- 2 Lascannons
Chaos Daemons
+++HQ+++
-- Skulltaker (1) - 100 pts.
+++TROOPS+++
-- Bloodletters (10) - 110 pts.
- Icon of Chaos
+++ELITES+++
-- Flamers of Tzeentch (3) - 74 pts.
- Pyrocaster

Does this seem workable? If not, why not and how could one improve it?

Options I have available:
- Chaos Dreadnought (1)
- Forgefiend (1)
- Raptors (5), 2 Meltas
- Terminator Lord, Black Mace
- Chosen (from the Dark Vengeance set)
- Cultists (10), Close Combat Weapons
- Terminators (5)
- Bloodthirster (which unfortunately won't be allowed, since you can't take away his wings...)

I assume that some light proxying might be tolerated.

Any suggestions would be most welcome.

Its an interesting list.

I would do the following

For the Havocs re-arm as follows

-- Havocs (5)
- 2 Heavy Bolters
- 2 Autocannons
-- Havocs (5)
- 2 Missile Launchers
- 2 Lascannons

Its more synergetic that way round.

Boost the CSM squad to 10 and take a second Plasma Gun, drop the plasma pistol and powerfist. The powerfist is an anti tank weapon which goes against having plasma guns.

I'd drop the cultists and Flamers and try and fit in a small CSM squad with a melta gun.

Only other thing I see is your 10 man CSM squad running away as they wont be fearless, you would need a Lord to give them that if your keeping the banner (which is great). If you do take a Lord pick a Slaanesh one and give him twin lightning claws

Thats my thoughts.

Edit: For the Slaanesh lord you could use the chosen model with two lightning claws

Kudos for taking plain CSM and bot the cult ones.
On the other hand your cultists are weak sauce. If you really want to take cultists i recommed either 30 with autoguns and 3 stubbers or 30 cultists nekkid with flamers. Slap a sorceror with them and hopefully they wont run away.
