It's a bit scattered, and really unfocused. Are you going for a mech list or a hybrid list?

Full mech wants at least a couple more chimeras, and possibly an extra vendetta. Hybrid works best with a blobbed platoon as backfield objective campers.

Lord commissar is solid, and works well in a veteran list.

Storm troopers are okay, but as soon as they come in, they will die. If you're usual opponents do not have heavy armour, then they are not great. In a TAC list, they are okay, but not amazing.

Veterans are good choices, and 3 special weapons is nice. Taking more than 1 doctrine is generally not worth it, it makes them far too expensive for what they are capable of.

Several plasma squads combined with a couple of melta squads is good, especially with 1 of the melta squads in the vendetta.

For a mech list, I find the doctrines mostly pointless, as the chimeras are doing the protection job, so grenadiers isn't worth it so much. (All the doctrines are slightly overpriced anyway). As I mentioned earlier, another couple of chimeras would help with armour saturation, and simply by dumping the doctrines this would give you the points to do so, with a fair bit left over too.

The alternative to adding in a couple more chimera, would be to drop 2 of the veteran squads, and grab a platoon with maybe 3 infantry squads to blob up together with a normal commissar (or indeed the lord) to defend and hold your 'home' objective.

Vendettas are still very good anti-air and anti-tank, though one on its own leaves you open if your opponent has a decent amount of anti-air units.

That is the worst loadout for the Battle tank I have ever seen. Check out the IG FAQ from the GW website to note that lumbering behemoth is gone and all leman russes are now heavy vehicles. This means that for the normal russ (and the demolisher) all their secondary weapons will have to snapfire if the main ordnance gun is shot. Thus, the normal battle tank if taken should be kept cheap, with no upgrades. This gives you a bunch of points to spend as you wish. (or for a similar type, go for an executioner with plasma sponsons; it is deadly against marines).

On the whole not a bad list, but it could be much improved by figuring out exactly what you want it to be.

You are spending way too many points on Carapace Armor. You are playing IG, not Space Marines. Carapace armor is OK on Plasma squads to help them survive Gets Hot, but that's about it.

As mentioned above, I would try to narrow your focus. More Chimeras and Vendettas would make this list much better.

That Leman Russ loadout is awful. Don't try to make the Leman Russ into a versatile toolbox... it doesn't work and is a waste of points.

Here is an example of a "more focused" list:

You have more firepower, more armor, and a scoring unit to sit on home objectives (the IS blob). I'm not saying you should play this list, I am simply suggesting that you see what else you can do with 1,500 points.

I find melta guns prefrable to plasma on the vets. then again I do roll lots of 1s....

Not really. What if your opponent deploys 3 Land Raider Crusaders full of troops? 2 Vendettas will not damage those reliably. When building a take-all-comers list you must consider radical enemy armies.

Ive found a fireball PCS or special weapons squad to be a godsend when dropped out of a vendetta. I can clear stuff, most people will freak out when they see it, and if you land it good you can absolutely destroy even hardy units like termies if you have good placement (4 flamers can make a lot of wounds to save against).

As for plasmas Ive always been more leaning toward meltas because of my horrendous luck with the dice (ive had numerous instances where my CCS was orphaned when all 4 of his gunners Got Hot! in one volley) but the range on the plasma is good too, typically when someone is close enough to melta they are also close enough to assault and destroy your poor chimera. The number one killer of my tanks this edition is hands down assaulting marines, which i find to be silly.

I'd change out some of the VETs for an infantry platoon to give you a meat shield (with conscripts of course) and then add in 2 more leman Russ tanks, NOT as a squadron so they can support different flanks, I tend to use mortars to pin down troops then overrun them with a chimera with Ibram Gaunt and some Vets in it, the Infanrty platoon (3x10man squads) normally holds things down (60 shots a turn cannot be ignored)
the conscripts, well just charge them at the nearest threat and pin them in place whilst you deal with other targets.

(I know this may not work with what you have but I hope the tactics give you an idea on how callous you can be with guard and still be effective, after all.. if one dies there is another billion more ready to take his place
