So I found this guy on GW and I really like the model.( http://www.games-workshop.com/gws/catalog/productDetail.jsp?catId=cat440207a&prodId=prod1130404) But I'm wondering, how could I bulk up and convert him to look like a decent loyalist tech-marine? Its an amazing model. Im sorry if the question is very vague, but any advice/ideas would be great. gonna order him for definite.

Give it a loyalist backpack, cut off the spikes, and either file off or cover the skulls on the armor. Will look awesome when it's done, that's for sure.

Loyalist backpack. Cut off one of the jets and mount the servo arm to it (PIN it on).
Other than that, there's not a lot the model needs to "loyalise" it. Even the "good guys" are covered in skulls in this game.
Otherwise, a greenstuff press mould of a techmarine pauldron (shoulder pad) can be flattened out and used to cover the chest plastron skull.

Besides the backpack, there is not a lot that screams "chaos"
One thing you could do with the skulls is sculpt a ring of cogs around them. Poof! AdMech. Or just paint it with the white/black split, ignore the ring, and call it a day.
Did you want to mod him into a full MotF with harness? Or just a regular techmarine?

Even though the thought of converting an Iron Warrior back to the loyalists pains me, I'm not sure if you've seen the models shoulders. The right arm (combi-melta) has a shoulderpad with a chaos star on it, and the left arm (bionic power fist claw) has a normal Iron Warriors icon (no chaos star behind it). It should be easy to convert or get rid of the IW icon, but the chaos icon is a bit harder expecially because this is a metal figure. Just food for thought, not sure if someone else mentioned it. Also, good luck loyalist scum

The Body, the Right Arm (combi-melta), the left arm (power fisty claw), the outer part of the power claw (so the "thumb" is attached to the left arm and the two fingers of the claw have to be glued on and they are kind of a pain to glue on to the arm), the backpack, and finally the servo arm, so they come in 6 pieces.
