so, CM goes with the melee oriented command squad, libby with the 5 plasma gun CS.

the tacs combat squad, the plasma guns press forward while the others hold rear obj.

the vets drop in w/ the command squads and combat squad, with the melee models going off and the shooty ones going off. the sgt. goes w/ the shooty ones.

60 meq bodies w/ some invulns and overall decent CC and shooty. thoughts? it may not beat WS spam or riptides or 2++ screamerstar but its fluffy, and looks pretty decent.

I could drop a vet squad and get 2 more tac squads though

I believe you're missing the best part about a Greenwing list. Stuffing as many "Bolter" type weapons into the list as you possibly can, taking a cheap Libby or CM and an Honor guard with the banner of devastation (I think that's the name? It's the salvo 2/4 banner) in a Land Raider to broadcast that power as far as possible. Voila, Bolter spam done right. Everyone can do Plasma. Not every codex can spit out 200+ Bolter shells a turn.

For starters I would eliminate or modify the middle list as without any melta or lascannons it has no way to deal with heavy armor (or flyers which you have already called out). Also I would agree with bocatt that you should consider working in one of the Sacred Standards into your list. The Standard of Devastation would be an obvious choice given the larger number of bolters in your list, however I might suggest Fortitude instead as:

* It has a wider radius and you have quite a large number of models on the board
* Is basically free given that it can potentially replace both apothecaries in your dual command squads
* Benefits you immediately unlike the SoD, which will not help on the turn that you drop nor if your more combat oriented units are on the move
* Serves as additional "Get's Hot" insurance for all the plasma you are toting around.
