I already spoke with our TO and he is allowing Cypher to join units for infiltration at the start of the game. So I came up with this 2500pt list. Be brutal, but give advice

Cypher can infiltrate with either a unit of Havocs or Terminators. Huron infiltrates d3 units up the board. The rest rhino rush. 1 unit mans the quad gun. I have extra points to spend as well. Where should they go?

Well, you have 3 heldrakes, so thats good.

I'd suggest giving one of those havoc squads autoguns instead of meltas and put them on the quad gun instead of wasting a 10 man CSM squad.

havocs decked out with close range weapons I feel is really underrated, so good to see you doing that.

I'm not familiar with cypher, but i know hes a close ranged shooty hq (right?) I'd stick him with a squad of havocs with plasma guns.

If you have a few extra points, shoving some combi-meltas onto your infiltrating rhinos or havoc sergeants can really pay off.

Cypher is close range shooty so putting him with a squad of Havocs with plasma guns would work nicely.

With everything listed, I think I still had 81 pts to spend. Changing one unit of havocs to autocannons and dropping their rhino would also give me back points so I'd be around 151pts for more units/upgrades. I could bump a csm squad to 20 guys and make that a nice blob to occupy the enemy line.
