I'm a super novice painter and this is my second model so I decided to try something new. I want my boyz weapons to have a rusted/chipped look to them. Any and all comments, critiques or tips for a new painter are greatly appreciated.

I get what you are doing, and I think the color as a base is really spot on, to really sell it though I think you need to add a bit more of an edge highlight on the sharp edge of the axe.

The color looks great.
I would say look at other things that are rusting.
If they are used often, and I imagine an ork axe would be, the rust will not gather or chip off on high contact areas.
Have a bit more metal on the axe but keep spots of ruts on the axe with larger amounts around the riveting.
The sharp edge should definitely be still bare metal. IMO

the colour is down perfectly, you have a really nice base to build upon.

However, for all Orks stupidity, Orks aren't actually as dumb as we like to believe. They tinker with their weapons and they know how to make them shootier and choppier. To make this axe choppier, that ork would (crudely, albeit) sharpen his blade! I can see you've gotten this down on the ribs of the axe, but nothing's been done with the blade. Take a bright silver colour and run a silver along the edge of the blade of that axe. The blade will still look rusty, without looking useless.

To finish off, stipple (stipple is like drybrushing but instead of brushing the edges of the piece, you stamp your brush into the flat surface, using an old brush.) some darker silver (darker than you used for the lines on the blade head.) onto the flat of each side of the blade, with the strongest colouration being near the join to the pole of the axe. Blades tend to get rusty by being left in the dirt, or embedded in the bloody corpses of the armageddon steel legion, but the face of the blade that isn't at the joint or the blade is usually fairly clean. (note that the joint itself will still be quite rusty, I'm not sure why but have you ever seen a rusty shovel? they almost always have a rusty blade head.)

The best way to do weathering of any kind is to look at vehicles, tools and anything that gets dirty. Notice how the dirt acucmulates under tyre flaps, or against the hilt of blades. Then do your damndest to paint that onto models.

I would say to use some sponge from a blister pack but I don't think Games Workshop really do blisters anymore do they, however, a little silver on some sponge just across the flat of the blade will give coverage whilst staying uneven and it's very simple to do. The other colour to try would be dark grey, sponged on lightly, to show where the metal has just gone very dull with age.

If you want a sponge similar to the GW packaging sponges you can get a similar material at a hardware/DIY store. Just buy a sponge paint brush. Inexpensive too.
