Lord Commissar; a good choice for blobs, especially with the useful power fist. I have to say I tend to run 1/2 normal commissars in each blob as it is cheaper. (And I sometimes run 2 squads of CCS, so don't have space)
CCS are excellent. Standard is so good for its cost in a foot army. Sniper rifles are a bit underwhelming. If you want long range firepower give them a lascannon instead. Better against more targets.
For the PCS, don't bother with power weapons, 5 guard are going to die to most things in 1 round of combat. If you want to upgrade them I would recommend flamers or meltas.
The blob itself. 40 guys, plus commissar support is solid. Meltas are good too, I run either lascannon or plasma instead, but that depends on what armies you normally face. Power axes are definitely the weapon of choice for sergeants. At I3 normally, we don't strike before too much anyway (necrons/orks pretty much), but the bonus strength and AP is massive.
For HWS I always run lascannon, as it just kills things much better than the autocannon. I have never regretted that decision.
Again in the second PCS, keep it simple, probably unupgraded. Grab a commissar to babysit the 20 strong blob.
Vets can only take 1 doctrine, so either grenadiers or demo, not both. I run (4) vet squads with grenadiers, and 3x plasma gun in each. I've found it very effective. The heavy flamer is somewhat overpriced for what it does.
A single Manticore, even with camo is not much more than a target, and is unlikely to last long, unless you have a convenient large LOS blocking piece of terrain in exactly the right spot. I would dump this, and run more veterans to saturate your opponent with targets.
As a note, my list is similar with a 50 man blob with power axes and lascannon, backed up by 2 lascannon HWS, and 4 plasma vet squads with grenadiers. (I also run SM allies to get Tigurius for the blob; Divination powers make it really scary).
