It's an okay list. Azrael blobs are pretty hard to kill.
I would get a CCS instead of the Primaris psyker, I feel they bring more to the table with orders.
I would take lascannon in the blob as they will almost never die (leave them at the back and tail some guardsmen back if you move forwards) and combined with the CCS can be very powerful. Axes are of course the best weapons for them.
Flamer PCS is a good choice, and works well in a vendetta to try and clear off opponents objectives.
Penal Legion however are just not very good. Expensive cost, limited damage output with no assaulting from reserves, and they die just like any other 10 guardsmen, which means very very easily. Dump them and use the points for lascannon in the blob.
Hellhounds are good, if a bit overpriced. Make sure you play with enough LOS blocking terrain on the table, and use it well with them, and they should do okay. Just know that in some games they will get shot off the table on turn 1.
Vendettas are excellent (i.e. undercosted).
I'm not a fan of the Pask-punisher, although I know others are (I find it a fair bit too expensive). Remember he needs to be stationary to take full advantage of his rules, so deploy it well, or the 24" main gun might struggle.
As above, Azreal works very well with blob. You can actually use it more aggressively with him, as the 4+ invulnerable is gold-dust.
Minimum sized tactical squads with a quadgun is a good choice for that mandatory troops choice.
Overall I feel it's a pretty decent list, that only requires small tweaks.
