It certainly could be, but if you just want flat, textured boards, there's little reason to cut it up into six sections (besides storage). Most people go modular because they want to be able to rearrange permanently modeled terrain elements like hills, rivers, etc. Some people also do modular city boards, but that can generally also be handled by simply basing the buildings and moving them around the solid table.
If you plan to model natural features, go to Home Depot and pick up some extruded polystyrene foam insulation boards, along with your plywood/MDF base. When cut to match, you'll have tiles that you can carve into, as well as build over.
