Whilst there is much to be said for the versatility of missile launchers, I cannot condone spamming them to that extent.
What's the plan with the Deathwing and Belial? Deepstriking or footslgging? If deepstriking a unit of normal termis with Belial then I'd recommend swapping the CML in that squad to a Heavy Flamer - a pinpoint DS with a TL'd HF will mince an entire squad of Pathfinders or most of a Firewarrior squad.
If you're walking them up the board, you don't want the entire unit just as cheerleaders for the CML, so you'll be moving into Stormbolter range, at which point an Assault cannon is viable - although Split Fire means the CML can be shot at a different target I suppose.
Given the likelihood of Riptides or Broadsides, both long-range 2+ save units, I'd suggest Lascannons on the Devastators, and Plasma guns instead of ML's on the tacticals in rhinos (tying the unit's range together, providing some punch, and usable when disembarking from the rhino) - otherwise drop the rhino and leave the tac's sat on an objective taking pot-shots with the heavy weapon.
Overall, you're in for an up-hill battle. Tau are considered by the internet to be much more of a "point-and-click" army than the Dark Angel's, so good luck and don't get disheartened!
