To clarify, I'm a 40k noobcake and I know nothing about making balanced homebrew rules/codexes.
This thread is mainly about if anyone here would be interested in a guide on how to do so or if anyone here could provide such a thing.

Well, doing rules and doing Codices are two different things. Codices simply expand and alter the core rules. If you're talking about re-writing rules, that usually refers to the core rules, and if you are rewriting the core rules then you're talking about starting from scratch, pretty much.

Fair point. I'm talking more about expanding rules than completely rewriting them, I suppose, though it could be either.

100% of the time the best option when you're trying to homebrew something is to pick a point of comparison in what already exists and make minor changes. Beyond that there are no hard and fast rules for what works and what doesn't.
