Are there any Ork clans who strongly disagree with common ork strategies such as blindly charging into melee combat, throwing bodies at the enemy until they win etc., and instead prefer ranged combat, cost-efficiency and... you know... common sense?
I just can't remember reading anywhere about orks who are not "orky". All of them seem to be in favour of exploiting their numbers and resiliency to compensate for their stupidity and lack of tactics. I mean, out of quadrillions of orks that exist, there has to be an ork tribe who isn't as primitive as majority of other tribes, no?
NOTE: I am not talking about certain squads or special ork boys who use tactics. I am talking about a whole clan of orks who prefer strategy and tactics.

Blood Axes are probably a good bet for the klan with the most emphasis on strategy, as they are the most influenced by the Imperium.
That said, just because the klans have different philosophies of war doesn't necessarily mean they eschew strategy or tactics. How well they can implement a more refined strategy is more a matter of how smart their warboss is. Ghazghkull Thraka has outwitted many Imperial commanders, for example.
And besides, when strength in numbers and resilience are your biggest assets, it makes strategic sense to exploit them

None of the clans are totally committed to the ork stereotype of blind aggression, although the Goffs come close.
Deff Skulls, Blood Axes and Snakebites all use stealth tactics. Deff Skulls and Bad Moons favour heavy firepower over close assaults. Evil Suns and Blood Axes like to use superior maneuverability to outflank the enemy. Goffs and Blood Axes practise military discipline.
I'd say that Goffs are the most stereotypically orkish in their tactics, with Evil Suns and Snakebites close behind. Bad Moons and Deff Skulls are both famous for their 'kunnin' and use of heavy firepower and specialist units, but Blood Axes are the most unconventional of the lot, being almost human in their tactics.

Technically, 'krump 'em flat' is a tactic.
Or mebbe it's a stratergee. One of dem finks.
Yes, the Blood Axes do actually favor tactics, even to the extent of preparing battle plans before a battle begins. There are also orks within the clans who favor tactics, such as the Kommandos, who see the humor in sneaking up on somebody before burying a choppa in their back, rather than rushing at them to bury a choppa in their face.

Back in third Ed codex the bad moons warboss had a special ability called Kunning plans. He let you deep strike or outflank any one unit.
There have also been several fluff pieces written where some imperial higher up had to explain to his superior just how he could loose to those straight forward works that actually came in from behind.

4th Ed Orks Codex IIRC, in the entry for Kommandoz an Inquisitor executed a higher officer for trying to explain he'd been ambushed by Orks in camouflage.
