In my experience, getting back the fighty Chaplains of the old Black Templars Codex is often high up on the wishlist of Black Templars players. As such, I suggest the following rules change:

A Captain chosen from a Detachment using Chapter Tactics: Black Templars can choose to upgrade to a Reclusiarch for 30 points, exchanging his Chainsword for a Crozius Arcanum and his "And They Shall Know No Fear" Special Rule for the "Zealot" Special Rule. If upgraded in this manner, the Captain loses his "Mounted Assault" Special Rule, and as such does not change Bike Squads into Troops when mounted on a bike.

Same deal with Terminator Captains, except 15 points as he already has a Power Sword.

So what makes him better than a regular Chaplain?

Instead of one guy, how about allowing Sergeants to upgrade to mini-Chaplains, like the example below?

Marshall - Any Sergeant or Veteran Sergeant in the army may be elevated to an Marshall for 25pts, replacing one weapon with a Power Maul. The Marshall grants the unit the Zealot and Crusader special rules.

Keeping the Captain statline. 3W, 3A, WS6, I5, access to Artificer Armour, that sort of thing.

I've made that suggestion a while back already.
