Yes, it's not my favorite wording but we haven't yet revisited to come up with something as short but more formal that captures the same intent. Nobody's asked for a clarification among the couple dozen players we've had. I'd very much appreciate any suggestions though. When this was originally written that rule was more obvious: The main rules at that point said that you always had to take your best save, and better/best was defined as numerically lower. So, following that, the Archon's armour would definitely be "better." Now it's just slightly fuzzier because you (arguably) don't have to use the Shadowfield (though the relevant 7e rule text seems a little awkward). I'd still say that's a better stat line though.
As a related note, the current Kill Team rules just say "cannot include any models with a 2+ Armour Save."

Yes, but there didn't seem to be any reason to not include it since you can just not pick it. There's a couple
USRs that would probably make no sense to actually pick, but who knows? Maybe
GW will introduce a small walker with a strong shield or something like that. We also play missions fairly often that have bunkers, special vehicles, or similar. Usually nothing that tough, but again, who knows? Maybe your detachment will be sent to take down a Landraider class convoy truck, or to break into a very important facility.
