A specific scenario? Don't think 40k really does them anymore.

No reason it can't! Although your best bet might be to come up with specifics yourself.

They're both mobile forces in the background; how about a scenario that emphasizes that? Maybe one side is protecting a stationary target or slow-moving convoy and the other has to destroy key parts of it? Or the White Scars are making a raid to eliminate a key minor xenos leader while the Tau try to protect him to get their planet to join the Greater Good? Or maybe a White Scars attack on a Tau re-education camp to free captured Guardsmen before they're brainwashed into Gue'vesa...
