Legion Special Rules
The Thirst
All Blood Angels have the "Furious Charge" special rule and add +1 to their initiative the turn they charge. After destroying an enemy unit, they gain the "Rage" and "Fearless" special rules until the end of their next turn.

The Angel's Wings
Jump Infantry count as such in the movement and assault phases. On the turn a unit deep strikes, they may move up to half their normal distance. Blood Angels must take more infantry than vehicles.

Divine Duelists
Any model that is able to fight in a challenge must issue and accept them, they further gain +1WS in challenges

The Angel's Mantle:
2+ Armour Save, 3++ Invulnerable Save, Provides An Immunity To Poisoned and Rad Weaponry

Blade Encarmine:
-", S+1, AP2, Murderous Strike, Shieldbreaker, Type: Melee

Shieldbreaker:
Successful invulnerable saves taken against this weapon have a -1 modifier (to a minimum of 6++) and must be re-rolled

Spear Of Telesto:
24", S10, AP2, Lance, Master-Crafted, Type: Assault 1
-", S+1, AP2, Armourbane, Master-Crafted, Type: Melee

Wings Of Sanguinius:
Makes Sangunius Jump Infantry, allows him to Vector Strike

Special Rules:

Sire Of The Blood Angels:
Sanguinius has the "Furious Charge" special rule and gives all units within 12" of him +1 Attack

Sublime Swordsman:
When fighting in a challenge, Sangunius may choose between two stances:
Offensive Stance: +1 to hit the opponent
Defensive Stance: Successful hits must be re-rolled

Fall Of The Angel:
Should Sangunius die, all Blood Angels must take a morale check with a -2 modifier. If passed, they suffer -2 to their leadership for the rest of the game. If failed, they gain the following special rules:
Fearless, Furious Charge, Rage, Relentless, Feel No Pain, May Never Count As A Scoring Unit

Units within 12" of Raldoron can use his leadership for Morale, Pinning, Fear and Regroup tests.

So, what do you think? I have a suspicion that Sanguinius might be a bit OP, but I'll leave that for you to decide. I'm working on special units and a ROW right now.

The legion rules are extremely good and give zero true downside. They're better than the world eaters by far it's not even a contest.

Red Thirst: Blood Angels get +1 Strength and +1 Initiative on the turn they charge. Whenever they destroy an enemy unit, they gain Fearless until the end of next turn but must pass a LD test to consolidate. At the beginning of the Assault Phase, any Blood Angel unit within 10" of an enemy it can hurt must attempt to charge it.

Rage plus fearless is too much.
