As Noir said, it soounds like you picked a sectorial. If you couldn't add the Father Knight, you probably clicked on Neoterra or Shock Army of Aconticimento. In the army builder, when you click on Pan Oceania, 4 options drop down. The first is the generic army list, which I'd recommend with the Icestorm contents. The others are 'sectorials', or themed army lists. These entirely remove a lot of troops, greatly increase how many of others you can take, and enable 'linked' teams, sort of like squads.
For army composition in a vanilla list, anything goes, really. As long as you stay within points, SWC and AVA restrictions, you can add whatever you want. There's no force organisation chart, no minimum 'troops' or any of that. The only requirement if you need a Leuitenant, which can be any of the units in your list with a Leuitenant profile. You could go for a Fusilier grunt that sits safe in your deployment zone all the way up to a super aggressive Joan of Arc that gets in your opponents face. After your Leuitenant, just stay within the points, SWC and AVA restrictions.
Points are points. Pretty basic. SWC, or support weapon cost, is a secondary point system to stop you takeing everyone with a heavy machine gun. You get 1 SWC per 50 normal points in the game. So a 150pt game lets you also spend 3 SWC, and a full 300pt game lets you spend 6 SWC.
AVA, or Availability, is how many profiles of a unit you can take. Fusiliers are AVA Total in a generic army, so you can take as many as you want. Father Knights are AVA 2, so you can take any 2 profiles.
