The rules state that: 'The player that finishes setting up first always chooses who takes the first turn
in the first battle round.'
The wanderer host states: 'Instead of setting up the units in a Wanderer Host on the battlefield, you can place them to one side. In your first movement phase, set up all of these units wholly within 6" of the edges of the battlefield, and more than 9" from any enemy models'
To me, RAW, this means the non wood elf player chooses becuase they finish setting up pre-game while the wanderer host finishes setting up in the first round. I don't think not setting up counts as finishing but I can see how some people would - opinions?

I would agree. The opposing player picks who goes first.

I would think the wood elf player.
Player 1: sets up unit 1
WE: I'm using this battalion warscroll.
Player 2 I set up unit 2.
WE player I'm done setting up.
Now with how the scroll is worded you could say they are not set up, but only in as much as "summons" are "set up" during play, and I'm unwilling to go into my time machine to restart a game from turn 1 if my opponent who went first sets up another unit partway into the game.

I would say it depends on how many units you are using.
Player1: Sets unit on table
WE: Sets unit on side
Player1: Set's unit on table
WE: Sets unit on side
and so on until whoever finishes first.

Something to keep in mind with 'all units start off table' style armies:
"GLORIOUS VICTORY
In the Mortal Realms battles are brutal
and uncompromising – they are fought to
the bitter end, with one side able to claim
victory because it has destroyed its foe
or there are no enemy models left on the
field of battle. The victor can immediately
claim a major victory and the honours
and triumphs that are due to them, while
the defeated must repair to their lair to lick
their wounds and bear the shame of failure."
I've heard tell of early tournaments where somebody cheekily brought an 'all units start off table' army, only to have it ruled he lost every game Turn 1 when he had no models on the field of battle.
Just rechecked the 'Thunderstrike Brotherhood' for Stormcast and was surprised to see how different it is - you literally 'set up' units in a pocket dimension until they teleport to the table later O_O (Not sure how this would interact with the above RAW - guessing 'Celestial Realm' != 'field of battle' and the Stormy player auto-loses without somebody on the table?)

The fact that it states "no enemy models left on the field of battle" implies they were there to begin with, so it could be argued that a Glorious Victory requires the army to have been deployed.

The Thunderstrike Brotherhood and the other deep strike Stormcast battalions don't require *all* models to be set up off the table.
So in the case of the Thunderstrike, you could set up a unit of Liberators and deep-strike everything else.

When deploying my stormcast off the table, i still deploy them "In the heavens" one at a time while alternating with my opponent.
