AoS, then optimally put them on the smallest base you can. The base is not used in the rules, so it just gets in the way. If the base is too big other players will be putting their guys on top of it to get into "model to model" contact, which could damage any work you put into the base.
Or, take a reasonable base size for the model (Orcs are pretty muscular, so 32mm would look good), and ask your opponent if you can measure from base to base. Doesn't really matter either way, as long as you don't put a goblin on a 50mm base.
