I have the starter kit for Nomad and Pan O.

I am looking for a Nomad army with Iguana + Starter Nomad Starter kit models to have a balanced battle with this Pan O list. Any suggestions on the Nomad army list? Any help would be great. Looking for
both armies to be around 10 models or so.

reason is I'm going to buy some models for both armies for my son and I.

If you didn't already have those starters, I would have suggested the Operation: Icestorm box.

Anyway, the rulebook in that box suggest the following to expand the contents of the box up to 300-point armies:

Add a box of PanOceania Auxilia and a Jotums TAG to the PanOceania forces and a box of Tunguska Interventors/Fast Pandas and an Iguana TAG to the Nomads.

That does leave the PanOceania force lacking in hackers, though.

Although i don't know how experienced you and your son are I'd suggest this Nomad list based on your Plans:

This list provides all types of specilists and with the Reverend Custodier's Hacking Device you'll be able to counter the Nisse's MSV 2 and the Rev. also gives you shootable Deployable Repeaters thanks to her Marker. (I think that weapon is an unique one for the Nomads, so you should use it )

And you could try this list for PanO, it's almost the list you made with changes considering the remotes you have one Specialist more and the Father-Knight hacker is way more robust than the Akal:
