Savage Worlds is always great, and plays fast and easy. The basic Explorers Guide is ten bucks and can cover any genre. My group has done everything from fantasy, to urban fantasy, to sci-fi.

It can handle lots of different magic, from spells to psychic powers, to mad science tech and all sorts of modern weapons side by side pretty seamlessly, which is great for urban fantasy.

One of our favorote campaigns was about a group of Men in Black-types who fight the supernatural, kind of like the BRPD in Hellboy.

The Dresden Files Rpg is pretty good, it's a version of the FUDGE system, more narrative heavy than crunch, and makes playing regular folks viable in a group with wizards and vampires and stuff.

The World of Darkness game system also does urban fantasy really well. From Mage the Awakening, to Hunter the Vigil, to Vampire the Requiem, to Werewolf the Forsaken, and Changeling the Lost.. there is just about something for everyone in there.
