So far I've acquired One empty pod to use for a Culexus Assassin drop, but what are some other units that could use a delivery?

Vanguard benefit heavily from them as well.

Skitari vanguard are relatively fragile with expensive short range guns, ideal candidates for drop pods.

Kataphrons are dead killy, but relatively fragile for their points and a high priority target to be alpha'ed off the board.

Grav Cents are slow with relatively short range and no invulnerable or built in cover save, but dead killy

You've already got the culexus.

CCS's are cheap, BS4 and can take 4 melta/plasma guns and can get orders to ignore cover and thanks to Mont'ka, can be taken by their lonesome in their own detatchment without a troops tax.

SoB dominions are cheap, BS4 and can take 4 melta guns and a combi melta and once per game can try and perform an act of faith to ignore cover.

SoB retributors are cheap, and can pack 4 heavy flamers that can get rending once per game via their act of faith.

Basically any short range and/or fragile shooty unit benefits greatly from being all but assured of getting to fire at least once (bar tau interceptor shenanigans).

Purifiers in drop pods are just nasty. Drop a 10 man unit and combat squad in the middle of a heavy concentration of enemy units, cast cleansing flames with both units, watch as your enemy's corruption (and lives) are purged by the Emperior's holy fires.

On a related note. What are the best ways of including an empty Drop Pod in your army? Say you want to keep it cheap, what's the cheapest? What if you want the detachment to include a little objective holding?

The cheapest/best way is a a fleshtearers detachment 1 HQ, troop and FA from Blood Angels and it gives you 6 FA slots. but no ObSec.

I like taking a simple CAD or ally detachment to take a min squad of troops (blood claws since I have space wolves), a utility HQ (rune priest or Ulrik), and an empty fast attack pod. If I need more than 1 pod ill take 2 units of claws in a CAD. While I normally dislike the whole "min troops for a detachment" thing its actually very helpful to have an Obsec unit camping objectives as my GK army tends to not have much they can spare to babysit backfield objectives.
