So a friend of mine wants to get into 40k but doesn't want to spend a horrendous amount of money to play with my friends. We thought about the start collecting form games workshop and we decided upon the Astra militarium start collecting. He wants the set if he can play right out of the box without a codex. Is that possible?

Nope. The box is slightly misleading to new-comers in that what it means by "start playing" is that it comes with a formation in the box to make your army "legal" without buying additional models.

You still need the core rulebook (or Dark Vengeance, which comes with a mini-pocket rulebook) and the relevant Codex.

While it's a good idea to have the BRB just in case you have a question about something, it's not necessary by GW rules to have a BRB before playing a friendly game (as RAW 40K Games are never meant to be competitive... instead played between friends). If you can explain to your friend how the game is played from a BRB point of view, then yeah, the Start Collecting boxes should have everything else that's needed. While I haven't yet bought one of these boxes, I know they have formation sheets/rules in them to allow you to start playing with only the models in the box. That said, I'm not sure how much info they give you on the codex specific rules for the army, though. Maybe someone else will have that answer.

Tbh i would recommencer hé looks for used armies. I got 1.5.k$ worh of IG for 470$.

To the OP, if you or someone you know can teach your friend what's in the BRB, he should be set, IMHO.

Not all the start collecting boxes come with unit rules. Only the newer kits have them as part of their instruction sheets. And even then they don't have special rules included.

The Astra Militarum one has rules for the leman russ only, you still need the codex.
