I am thinking of starting a 30k Salamanders with a Isstvan V survivors theme (this might also allow me to field them as Raven Guard, Iron Hands, Shattered Legions or maybe even black shields).

Firstly here is a 2000pt list

- Cataphractii Terminator Praetor w/ Dragonscale SS, Mantle of the Elder Drake and MC Thunderhammer (Paragon blade?)

- Master of Signals w/ Artificer Armour, Volkite Charger and Refractor Field

Troops
- 10 men Tac Squad, Nuncio Vox
Sergeant w/ Power weapon, Artificer Armour and Weapons

- 10 men Tac Squad, Nuncio Vox
Sergeant w/ Power weapon, Artificer Armour and Weapons

- 5 men Pyroclast Squad
Warden w/ Power fist and Artificer Weapons

Elites
- Apothecarian Detachment - 2x Apothecary w/ Artificer Armour and Weapons, Power Sword and Augury Scanner

- Contemptor Dreadnought Talon - 1 Contemptor /w 2x Keres Assault Cannons and Havoc Launcher

- Firedrake Cataphractii Terminator - 5x Hammer and Dragonscale SS (Chainfists in case the opponent has lots of armor)

- Rapier Weapons Battery - 3x Quad Mortar Rapier

Fast Attack

Preator and Firedrakes will be flying in the Storm Eagle while the Centurion will probably be hanging out with the Rapiers giving them BS5.
The Apothecaries are attached to the Tactical Squads.

- Vulkan (Probably a count-as miniature)

Well that both my 2000pt and 3000pt list, what do you guys think?

Hey fellow son of Nocturn! Great to see the boys in green represent. You gotta either max those marine squads out or get em in rhinos, they wont last long foot slogging. With invulns on vehicles and move through cover if you take our rite of war, i feel sallies should be played with an armored spearhead type deal in mind. I personally go for a couple min squads in rhinos, support flamer squad in rhino, some dreads for AA and AT capped off by your praetor and drakes in a spartan or land raider and fill in whats left over with cool toys.

This is just how I like play, your list looks like great fun. But image going against Iron Warriors or the like, your boys on foot are going to get slaughtered (we are the SLOWEST legion) running up the board, Consider some transports and armor to get them where they need to be in one piece.

looks pretty fun, the only thing I can think of to mention is that you have a very small number of troops (both in the number of units and the unit sizes). for your 3k upgrade I'd bulk out the tactical squads first, and then look into the other options. you don't have to max (even though I love 20-man squads) 15 men would be LEAGUES better than 10 men.
