Is this as broken as it feels?

Take a Mastery Level 2 Librarian, and Equip with the Hunter's Eye Relic from the White Scars supplement, to confer Ignores Cover to the unit. Equip with storm shield for 3++ save.
Attach to a unit of Grav Centurions.
Successfully roll for the Veil of Time power, granting re-rolls to all failed saving throws.
Maybe try and get prescience as well for the second psychic power?

I feel dirty just thinking about this, has it's potential been considered yet?

Fortunately, if the first power ROLLED for is Veil of Time, you don't need to worry about it getting Prescience as well (it is the primaris power).

And you make it sound like you only want utility HQs like the buffmander for non imperial armies.

You only have a 1/3 chance of rolling that power, and it will be insanely good when you do. The issue is relying on it. The librarian also can only block shots from 1 angle, so any AP2 shots from the other 2 sides and rear will just kill Centurions.

A white scars CAD with 3 bike command squad with 4 grav guns, 4 stormshields and an apothecary each joined by a librarius conclave giving you 6 chances for the power and casting on a 3+ or 2+ and having it work from every angle is where my points are going. Rerollable 3++/ with a 5+++.

Make it Iron Hands with a Chapter Master with a Gorgon's Chain for a rerollable 2+/3++/ and 3+++ joined to a squad of rerollable 3+/3++/ with a 4+++.

Contrary to what Agtthot seems to be suggesting, Veil of Time won't allow you to reroll your failed FNPs, since it explicitly is not a save.

You would have the rerollable invulnerable and the standard feel no pain as back up. Edited to better reflect the saves.

It is actually slightly better than that. It is (1/6)+(1/5), or 11/30 chance. Too bad other Chapters can't get ML 3, because (1/6)+(1/5)+(1/4), or 37/60 is a Damn good chance of getting Veil. Imagine an ML3 WS Librarian in the OP's setup.
