An army can contain any number of detachments / formations in (almost) any combination. Your list is completely legal. An exception is that sometimes tournaments add their own restrictions (sometimes "max of 3 detachments", sometimes "no duplicates" etc.), but those vary greatly.
It will make it harder against some armies (notably space marines full battle companies - many small Ob.Sec. Units), but is not insurmountable - the enemy cannot hold an objective when they are dead, and you can use the casualty removal rules (i.e. "nearest model") to kill off models within 3" of the objective without having to wipe the unit out.

The bike unit gets a bonus if it targets the same target as the speeder.
MM and
HB have completely different prefered targets, so I'd either go Melta on the speeder (meaning the same prefered targets) or Typhoon (meaning a longer range, so you don't have to put the speeder at risk).

Tricky. There are pros and cons to each (in a squad if you need to jink the entire unit jinks. Individually you're likely to give up First Blood, etc.) so I'd suggest trying different configurations in games.

Absolutely leave it on the Librarian - the Chaplain already has a 4++ from his Rosarius, so it's a waste of points on him really.
