The Dog-house

I am starting White Scars, but I don't exactly know how I should be building my army. Currently, I have a Count-As Khan on Moondrakken, two ten-man Tactical squads w/ Flamer/Combi-Flamer and a ten-man Devastator w/ 2 Grav-cannon/amp and 2 Multi-Meltas (Sergeant has Combi-Flamer/PA). I plan to put all of these guys in rhinos so that I can benefit from Khan's special rule. I know that White Scars are a biker-orientated army, but I am unsure how to make that work when I already have my Troops tax full and I am unsure how bikes fair as I have never used them en masse. Any tips/pointers that would lead me in the right direction?

Drop a tac squad for a bike squad with gravs(relentless gravs are A+) and put khan in it. Split the other tac into two 5-mans with rhinos. And give your Devs a rhino and you have yourself a stormlance Demi company which has a lot of awesome special rules. Stack em with khans rules and you'll have a fast hit and run army

I am not really made of money so I won't exactly be dropping full Tactical Squads, especially for Bikes, who cost three times as much for a full squad as compared to the Tacticals.

Sorry, I didn't mean to put drop the tac squad. Idk where that even came from haha. You need three Tacs squads so keep one a 10 man, combat squaded with a heavy, disembark the heavy combat squad into some cover as soon as the game started. Still turn the other squad into two 5 mans for your three Tacs. A three man bike squad with an attack bike and khan is all you need. Plus you can get the bikes cheap going third party. If you move em up right and kep em out of the open, they're aces and will do work. Especially with their scout move and white scar and stormlance buffs

Ok, let's put it this way. I do not like MSU and I'm still not sold on the Formation of Formations. I should have made that clear in the OP, but I didn't. I still run CADs all the time.

That's cool too. You asked how to start building a white scars army and I pointed you in the right direction. You don't have to run msu, I just said cut the tac in half so you could get the special rules until you can field three full Tacs. MSUs just give you more flexibility.

The white scars and a bunch of other chapters got a bunch of really awesome rules and buffs in the new supplement and they mostly involve formations. I used to be like you, I just ran CADs, but I started running formations and they're actually really great. For instance, I haven't lost a single objective based game since I started running gladius strike force and every unit I have is obsec and gets free transports and my libbys can all use each other's psycher powers and manifest on 2+

Now another thing I considered was a Librarian Conclave running with a Command Squad and rolling up Geomancy and hoping for Shifting Worldscape. I could throw 5 Grav-guns around the board, thus creating a 48" threat range.

It really depends on what you're looking for. Big squads and the freedom of CADs can be pretty fun, and the tactical flexibility of MSUs and the special rules of formations can be pretty competitive

I'm not really all about that competitive life. From experience, running MSU is asking to 1-2 squads wiped in an alpha strike. I really don't want a Command Squad to engage in melee as they are far more valuable with their range weapons.

Bikes are really fun and fluffy for white scars. They move quick and actually do better in combat than standard tactical marines due to Hammer of Wrath. And they are very mobile! They can move up to 24" per turn with turbo boost. However, each dead bike hurts your army slightly more due to the cost.

I've noticed a few bike Squads, full then combat squadded, are quite - quite, effective.

Try to find responsive options, plan's for units working with eachother, in a turn by turn sequence - if you're looking for an in-your-face list =)
