I have not played since 5th edition and need a little guidance. I have been playing around on battle scribe and have come up with the following list.

drop the ravenwing bike squad and get a command squad for the Librarian to ride with, deck out that squad and then take a dark shroud.

2++ Rerollable is dirty, +Champion for callenges to save your librarian, then also a 5+ feel no pain, AND if you take a banner you auto pass hit and run.

To many unpainted models to count.

Good call, the dark shroud seems pretty crucial. I also like the Command squad with banner, champ and apothecary. Thanks!

This is not bad already.

Tactical Squads require transport to realize their full potential.

Librarians should always be Mastery Level 2, otherwise use a different HQ.

Ravenwing Command Squads should usually be five or six models. Other bike squads should be 3 or 4, and Attack Bikes can be by themselves.

Consider grav weapons, especially on bikes. It's popular for a reason.

Weakest unit is probably the Dark Talon. That's four Black Knight models.

Finally, this army combines all three flavors of Dark Angels. To be more competitive, Consider reducing this to two and make sure one of them is Ravenwing.

This, def get grav weapons, make your lib level 2, and drop the dark talon.

Dark talons are nice and all, because template S10 AP1 is nice, but it also forces your ravenwing to start in reserve, which you really want to abuse their turn one boost and auto jink to get your terminators up the field via deep strike.

To many unpainted models to count.

Alright, all very good suggestions. I do not have any transports minis for my tactical squads so I am going to drop them and go Ravenwing Deathwing. When I get a little spending money I plan on getting a couple. Do you guys recommend Rhinos or drop pods? I know its good to have troops on the table especially if I will be deep striking terminators. However drop pods are just too cool.

Also is the relic of the unforgiven worth getting?

Here's the retooled list. I will have to wait on the grav guns until I acquire the bits.

Depends entirely on your meta (what makes up your local play-group). I barely ever see Psykers in mine, and even rarer is a Malediction or Witchfire used (the only things Relic 'o Unforgiven is usable against), so I never take them. If you see alot of the above it may be worth it (particularly if you were attaching a Librarian to the unit).

If you're not running the Dark Talon for the bomb, having a single grenade launcher is useful for the Stasis round (the Rad round got nerfed, so the GL isn't as much of an auto-take as it was).

I'm not keen on mixing weapons - this also applies to the RW bike squads a bit as well (why not put both melta in one unit and both grav in the other?) - if you have multiple different weapons in a unit, some of that firepower isn't optimal. I can forgive the Grav/Melta of the bike squads (both weapons are useable against vehicles / mc's, so it's fine) but the HB/MM on the speeder is off - you'll always be wasting shots against a target it's not optimal against. Try to find the points to up the HB to a second MM.

If you're expecting heavy armour (Land Raiders / Monoliths), a few Chainfists are worth it, but you don't need every terminator to have them. They tend to be "points fillers" in my DW lists - I'll take as many as I've got spare points for after buying everything else I want to bring.

Good advice above. Rhinos and drop pods are both good. Try to keep an odd number of drop pods so the majority arrives first turn; so one pod and one Rhino is good for two units.
