As the title says, I want to know which faction you believe to be the worst.

If you answer, please explain why you have that opinion.

Also, by worst I mean the army that loses a lot, has weak units, bad codex, etc...

Codex: Chaos Space Marines. It has weak, overpriced units that was written for two editions ago.

Assassins.

Try winning a game with, at most, 4 guys who have 12 total wounds on a 4+ save.

Even really terrible armies will win 10 out of 10 games versus Assassins.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

In terms of factions that are actually complete armies and not intended to be run as allies?

CSM's hands down, with IG, Sisters, BA and GK's not terribly far ahead.

The small factions like Harlequins, MT, Assassins, Legion if the Damned, Inquisition, etc I dont really count.

IRON WITHIN, IRON WITHOUT.

The correct pronunciation is Imperial Guard and Stormtroopers, "Astra Militarum" and "Tempestus Scions" are something you'll find at Hogwarts.

If you are running pure assassins your doing it wrong... They are a supportin dex not meant to be a standalone

To many unpainted models to count.
