Tikbalangs are awesome. I've had the opportunity to play against a very good PanO player running one recently. A few things make them very scary compared to a traditional tag...
Mobility is the first one. Climbing plus on a tag allows them to hop rooftops at will.
Mines is the second. The ability to place landmines along your path means that you can do really tricky things with climbing plus.
The last is mimetism. Having a flat -3 to hit you is great on a tag, and really allows him to use his climbing plus without having to rely as much on cover. He can cross an opening and plant a mine without having to worry too much about the return fire of any model watching the opening.
It'll take a little bit of practice to fully understand the potential of the Tikbalang but once you develop a repertoire of tricks, the thing is vicious.
As for the list, I think you want to be at 10 orders. Joan's Inspiring Leadership means that if you add a Warcor, you're getting another Regular order for 3 points. You definitely want to make space for this. Also, even if you go pretty cheap I don't think you'll have enough points to squeeze everybody. If you're going to ditch anyone, consider dropping the ORC or the Akalis (the ORC because he's generic and the Akalis because if you only have 10 orders, you don't want one of them off the table!)
Do you want to play ITS? If so you'll have to add some specialists.
