I dont get a lot of time to play so i spend some time theoryhammering and have come up with an idea that would be a bridge between kill team and combat patrol. Any squads are split into their minimum sized squad ( a unit) and any remaining models into another unit. These units can the split again into sub units when they split into sub units they can split however you like.

for example i have a 15 man squad of cultists (which has a minimum size of 10) this splits down into a 10 man unit(minimum size) and a 5 man unit (remaining models)

the 10 man unit could split again if desired into a

1 man unit and a 9 man unit

2 man unit and a 8 man unit

3 man unit and a 7 man unit

4 man unit and a 6 man unit

two 5 man units

or stay as a 10 man unit

The other unit of 5 men could also split again if desired into

1 man unit and a 4 man unit

2 man unit and a man unit

or stay as a 5 man unit

What do you think?

So basically you just break down your units into whatever size you want? That seems like it would be either abuseable or without purpose. Either your army has a reason to leave everyone in a single unit (buffs, orders, etc.), or else you'd just split up your forces into one-man squads to improve your versatility, avoid overkilling enemy targets, force your opponent to multi-assault etc.

That said, you might take a look at Heralds of Ruin. I hear good things and, as someone who also enjoys small-scale 40k systems, intend to look into it soon myself.

ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Or you could do 500pt games played original Lord of the Rings style. Each model operates as its own unit.

Got 20 cultists? play them as 20 individual models. That's skirmish 40K

You can preform "group" shooting actions, but left over wounds caused are lost. So if you think it might take 4 cultists to kill 1 marine, you may roll all 4 at the same time, but if all 4 hit, wound on the Marine fails all save, you just kill the 1 Marine
