I'm tempted to have the Terminators on the board at the start of the game (with librarian who hopefully can get Gate of Infinity)
The scout bike squad infiltrate on to or near an objective. then 2 pods can come in on turn 1 not misshaping.

I’m not a fan of mixing weapons like that in tac squads. Especially in drop pods. Pick a role, and specialize for it. MM/M c-melta, HB/F c-flamer, etc. Not a big fan of CC toys on tac sarges as well. While they can occasionally be useful, mostly I feel points could be better spent elsewhere.
Your Lib could use ML2.
Also, if he’s going to be hanging out with the terminators, 5 points will buy one of them a chainfist rather then a melta bomb here.

Agreed about the Chainfist
Tac Squads reasoning:
Combat squad the sgt & flamer specialist. Then when the 2 units disembark from the pod the melta half can fry a vehicle and the flamer half can flame the troops who have to disembark.
I like the flebility it gives. if enemies attack in overwatch it's wall of death, before assault it gives you chance to hit and wound more enemies.
Tacticals are meant to be versatile lol
Sergeant has Lightning Claw to reroll failed rolls to wound. most important in challenges I feel.

I liked the first list a lot better. There were some sub-optimal choices in there, but with a few tweaks you could change that. I don't think focusing 20% of your force on AA is smart at 1000 points (unless the meta leans that way by a long shot... but still, I don't think it's worth it).
I would go back to the first list, because grav isn't good out of pods, and the plasma cannon devs are, IMO, the worst type of loadout... if you have to move at all they are useless.
In the first list, for 2 of the tac squads I'd just drop the MM in the pods, and make them anti infantry with bolters, a flamer, and a vet sgt with cc weapon and pistol. For the third pod, I'd go with a melta, combi melta 5 man squad just as a throw-away on the first turn if you have to target armor. Maybe get some MM attack bikes instead of the scout bikes to help with armor as well? Maybe try for 2 units of 2? Or 3 individual?
A completely different route you could go... you could get rid of the 3rd tac squad, make the other 2 the standard melta/combi-melta melta bomb loadout, and take 5 sternguard w/2 heavy flamers in a pod.
Just some thoughts.
