So I think there is still room for some more Deathwatch formations. I think they could easily add the following three formations into the Black Spear Strike Force:

[CORE]Mounted Kill Team (1 unit of Bikers, minimum squad size of 3), can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.
[CORE]Strike Kill Team (1 unit of Vanguard Veterans, minimum squads size of 3), can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.
[CORE]Destruction Kill Team (1 unit of Terminators, minimum squad size of 3), can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.

And for some more advanced choices, the following:
Rapid Insertion Kill Team (1 unit of Vanguard Veterans, minimum squad size of 3; 1 unit of Terminators, minimum squad size of 3; any number of Librarians in Terminator Armor): gain the Kill Team Special Rule and Rapid Insertion Doctrine. Rapid Insertion Doctrine: May roll for Reserves with this unit Turn 1. Units may charge the turn they arrive from Deep Strike, but must make disordered charges. This formation can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.

[CORE]Lightning Kill Team (1 unit of Vanguard Veterans, minimum squad size of 3; 1 unit of Bikers, minimum squad size of 3): gain the Kill Team Special Rule and Lightning Doctrine. Lightning Doctrine: Unit gains the Scout Special Rule. All units may reroll Hammer of Wrath attacks. This formation can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.
[CORE]Relentless Kill Team (1 unit of Bikers, minimum squad size of 3; 1 unit of Terminators, minimum squad size of 3; any number of Librarians in Terminator Armor): gain the Kill Team Special Rule and Relentless Doctrine. Relentless Doctrine: Terminators may make sweeping advances and gain the Hammer of Wrath special rule. This formation can be selected as part of a Watch Company or Strategium Command Team, replacing a unit of Veterans.

[AUX]Dreadnought Wing (3 units chosen from the following: Dreadnoughts, Venerable Dreadnoughts): All units form one squadron and gain the Scourge of Monsters special rule. Bane of Monsters: all models in this unit reroll failed to wound rolls against Beasts and Monstrous Creatures.

I really don't like that there are no formations with a Watch Master besides the basic command. So here is one I came up with to solve that problem. Also solves the problem that Watch Master's can't shoot and Assault in the same turn.

Guardian Command Team [Command] (1 Watch Master, 1 unit of Veterans - one Veteran must be upgraded to a Blackshield): gain the Inspired Onslaught and Forever in Debt special rules.
Inspired Onslaught: the Guardian Command Team gain the Relentless special rule as long as the Watch Master has not been removed as a casualty.
Forever in Debt: The Blackshield in this formation gains the Feel No Pain special rule and automatically passes Look Out Sir rolls as long as the Watch Master has not been removed as a casualty. If the Watch Master is removed as a casualty, the Blackshield gains the Rage special rule for the rest of the game and can gain the benefit of the Atonement through Honour special rule against all targets.

I am trying to wrap my brain around how to include Scouts, Apothecaries, and Techmarines.

I envision Deathwatch Scouts as having the Veteran profile, but in Scout Armor. They would come equipped with a Stalker Pattern Boltgun and a Camo Cloak. For points (not sure how much), they could upgrade to Sniper Rifle with the Vindicare Assassin's Exitus Ammo. They would be Elites.

Apothecaries would be Elites. They would have a Bolt Pistol with SA, a CCW, and a Narthecium. The would have a Veteran profile and be an upgrade to a Veteran in a Kill Team. I also considered making them based off the Sanguinary Priest profile and putting them in the HQ slot. They would be able to be taken in any of the Kill Team formations.

Techmarines would be HQ, and just use their regular profile from C:SM with Special Ammunition. They would have Ranged, Melee, and Special Issue Wargear as available Upgrades.

Not really. They don't have the BS8 of a Vindicare, nor do they have the 4++ and Ignore Cover baseline. You're probably right that it is probably too much. Scout and Infiltrate paired with a Stalker Pattern Boltgun is probably good enough. Infiltrate would be good for getting them right where they need to be, especially when paired with the extended range.

Personally Deathwatch scouts having the veteran profile but scout equipment just make the weapons the deathwatch equivalent ie. bolters and shotguns with specialist ammo and stalker boltguns instead of sniper rifles. Even with out special weapons they could provide effective anti infantry fire (oh give watch sergeants locator beacons) oh that an land speeder storms (with option of buying halo launchers)

Techmarines and apothecaries are sorely missing, though feel the techmarine needs some thing to make him more useful, maybe an improved auspex of some description.

Lastly dreadnoughts could do with some pep, maybe give them frag cannon upgrades like their BA brethren (the new improved model of course) that would be pretty nasty popping out of a pod, and a dreadnought sized version of the xenophase blade (same as a dreadnought ccw but enemies have to reroll invulnerable saves). Finally give them a formation that give them reroll to wound/pen superheavies when you take 3 of them, should help cover that hole in the army.
