Quick question the quick silver potion lets the model attack first. What if the model is mounted does the rider and mount count as 2 separate models or does the whole thing attack first?

Mount and rider comprise a single model. If the model gets X, the model gets X. There is no distinction between mount and rider. If the model got +1 to hit, the "mount's attacks" would benefit just like the "rider's attacks". That's because from a rules standpoint, there are just "model's attacks".

a few abilities specifically target the rider but if not then it goes for all the models attacks
