Does anyone know which book the rules for the Sicaran Venator are in for Chaos?

I don't ever recall there being Chaos-specific rules for the Venator, you'd want the original version, which I believe is the updated IA:11 or one of the more recent ones and just use at as Chaos.

As far as I know the Venator isn't legal in 40k at all, it's a 30k tank that doesn't have a printing that allows it to be used with any 40k books.

Balanced Game: Noun. A game in which all options and choices are worth using.

We will just have to fudge it for now then.

Take the most current red-book Crusade Army List entry, call it a Heavy Support choice for the CSM Codex, add the Infernal Relic rule, and swap the upgrade list out for the battle tank's IA13 upgrade list (drop AuxDrive/Armoured Ceramite, add Dirge Caster, Warpflame, Destroyer Blades, Possession, and Malefic Ammo) and you should be good if your opponent's okay with it.

Yeah I found a download of it on FW going to merge it with the battle tank variant in war machines of the lost and damned. A friend bought one for his Chaos army without thinking of it was available or not. I've no problem with him using it though. FW should make it more clear in the descriptions where the rules are available etc.
