Hey Dakka?

Was doing my research for a kill team tournament coming up in my local; and it struck me that there are loads of lists out there that focus on a ten man tactical squad?
-a nice solid core... durable, resilient, with reasonable fire output.

-we are, after all; famous for our poster-boy troops, 'Ard as Nails...
Most such list feature:
The Sgt as leader; sometimes a combi-weapon or melee weapon... this is the leader.
A special weapon, 9/10 times a plasma gun with preferred enemy? sometimes a Meltagun with infiltrate?
A heavy weapon, frequently the heavy bolter with reaping volley?

...And one random guy that stands around doing sweet F**k all, with a special rule thrown on?
-Scout?
-Infiltrate?
-Outflank?
-Move through cover?

...and I'm sat here thinking... why aren't people using the imperial marine?? a free upgrade, granted limited range? but S5 AP2??
If you've not used up preferred enemy on a plasma gun already, we're not overheating. and even if we have; play ultramarines and re-roll 1's to hit for 2 turns using 2/3 of the doctrines??

Just thinking out loud here; is there something I missed??

Assuming the option to take the Imperial Marine is legal?
How does this list look?

Tactical Squad
3 Additional Marines
Imperial Marine Eagle Eye
Plasmagun...............127 Preferred enemy

Scout Squad
Camo Cloaks
Heavy Bolter..............73 Reaping Volley

Total: 200

I'd say most people aren't using it because most people don't have it. It's not like I can go down to my local store and buy one. Neither here nor there, but I don't think limited edition RULES have any place in a game like 40k.
