Hey guys, just thought of a fun non-competitive Eldar list with no Wraithknights (because they are too OP). Here is the list:

When you start looking to build a non-competitive list, you can get really flexible. You are, however, unbound. I don’t think we can squadron wraithlords, and that’s 4 HS slots.
Where is the farseer going? Who’s riding in the serpents?
I’d keep the scorpions on foot, doing the infiltrate thing. Which leaves 3 units and two and a half transports. I might cut the DAs in half and stick them in the Falcon. Use those points to get some of the extras for the guardians, and put them in the WSs. Alternatively, drop one of the guardian squads to kit out the other, and run them in one serpent, the full DA squad in the other, and keep the falcon empty as a pure gunboat.
If you want to be more friendly, you could go back to the old 1-in-3 heavy weapons on the bikes. But they are fine.
If going for pure CC WLs, you might want to take the flamers.
You have air cover. You have AV. Anti-horde. Good mix of firepower. So you should function well as a TAC list. The only thing that might trigger some cheese cries are the bikes. But you went for the cannons, not the scatters, so that takes some of the sting out. Overall looks like a decent, fun list.

I agree with everything Nevelon just wrote. I would add that you could give the Windriders Shuricannons instead of Scatterlasers. That way you still get to upgrade them all with a good weapon, it's more "old school fluffy" and you can say that you aren't using Scatterbikes, which are the epitome of "competitive Eldar". I personally run units of 3 with 1 Scatterlaser & 2 Shuricannons with great success (both tactically and at keeping friends). I move them in a "V" formation with the Scatter laser in the rear. It allows the unit to still be effective at 36" range, and is just as deadly (but potentially more so) at 24" as a unit of 3 Scatterbikes. -

There are a few cases where the cannons are better, but the widely held consensus is that the scatter laser is better generically.
Putting the farseer on a bike is mechanically almost a no-brainer. The extra toughness, mobility, etc. make it well worth it. The loss of one guy in a large squad is a minor price to pay. If you have the model, go for it.

The answer to both questions is an absolute YES. This is just my personally preference, but I do not even consider Farseers on foot to be an option. The general consensus on Scatter vs Shuricannon is that the guaranteed extra shot and 12" or range far outweigh the potential to roll a '6' for Bladestorm. Some could argue (as I do) that a Shuricannon averages that same number of wounds to MEQs TEQs & MCs as a Scatter laser, and has more potential to damage these types of enemies. However, Eldar have no shortage of ways to deal with these units, such as Bladstorm on other units, Monofilament weapons, and all the D. The Scatter laser is so "good" on bikes because it does something en mass that other platforms in the codex can do (War Walkers being the exception): Massed anti-infantry/light armour shots. The extra 12" of range is also very important as it allows your fragile bikes to stay as far away as possible and allows for more possible JSJ behind LoS blocking terrain So if you are trying to make an effective list that isn't super competitive, I'd go with Shuricannons since Scatter lasers are widely considered "the most competitive option". -

Alright, I'm going to get rid of a scorpion and take a farseer skyrunner. This is going to be an unbound list by the way.

But it really don't have to be. You could drop 4 Dire Avengers (so they fit in the Falcon) and with the points you can but a vanilla Warlock as a second HQ and field 2 CADs
It sucks having a Warlock that basically just hides all game, but it is worth it to have a Battle-Forged list

Game-wise, they are.
They give you increased range and in this way better maneuverability.
The more dice to roll the better.
