I'm putting together a White Scars army using Khan and bikes/razorbacks/rhinos. There will be lots of scouting and mobile hit and run.
My question is which is, which character would be better for a TOC list.
Option 1: Putting a Chaplain on a bike with an assault focused bike squad
Option 2: Putting a Librarian, with Hunter's Eye, in a Rhino with the Dev squad (Grav and/or Las) for have a significant mobile threat bubble
Based on the list I have so far I can do one or the other character inside of 1500 points, both units (assault bikes and dev squad will be in the list). Is one of these characters a better move all around?
I guess the third option is neither and get more troops/vehicles since at 1500 points Khan as my HQ is 10% of my total points.

I prefer option 2.
Hunters eye grav is insane, even against my Dark Eldar it tends to do work.
If Khan is in your list than the option is probably neither.
Both HQs don't bring an espeically large amount to the field. Chaplain is alright, so is the libby, but double HQ in 1500 is dangerous.

Double HQ is required for White Scars Gladius Strike Force. But I suppose that wasn't one of the three options. Although the suggested 4th is the most competitive. Haha.
I'd go with more troops if you are specifically looking to avoid Gladius. My friend used to run Bike Spam WS lists before Gladius was a thing to mild success. I never really liked the Hunter's Eye on anything but a podded Cent bomb (3 cents and a libby).

I'm not planning a gladius, rather a WS Scarblade Task force comprised of Stormlance Demi and a Speartip Strike Force.
So I only need 1 HQ, the Stormlance gives mobile fire base and Khan gives rhinos and razorbacks scout which all combines nicely. I am just debating if a second HQ unit to buff one type (choppy vs shooty) would be better then adding something like a stormtalon or extra landspeeders for more cover.

Personally, I'd go for a stormtalon. Does your group play with DftS?

Personally, if you are leaning towards more competitive - and just not looking at Gladius, I'd trying the Raptor Wing with the extra points. The 2 talons and speeder coming in on Turn2 guaranteed is always a nice niche. It adds long range support power, decent AA (if you aren't using Death from the Skies) and with a 3+ jink in hover mode, the talons are decent at getting linebreaker or grabbing late game objectives.
It runs somewhere around 285 pts with additional wargear (115+115+55).
Just my 2 cents. Most of 40k falls under two categories: Min/Max Competitive and Preference. Since you're leaning away from Gladius, this falls under the latter category. Good luck on the table!

I was thinking about the Raptor Wing, and I can probably find the points inside of 1500 if I drop the second HQ and move some other things around.
The groups I play with are mildly competitive but also appreciate fluff and army character.

Death from the skies.
I ask because stormtalons are a lot weaker at AA if you use that supplement.
If you don't, I recommend raptor wing too.
