if you just want to win choose Eldar Tau or space marines.

If you choose Eldar you can spam those flying bike things.

If you're good at strategy and tactical games then you can be effective with a lot of different armies.

CSM just won the Grand Tournament and people consider them fairly weak.

And there are a lot of different flavors of space marine and not all are equal.

Eldar. Buy a ton of bikes and a Wraithknight. Clear all the tournaments and make all the friends.
